EPAM Implements Large-Scale Digital Transformation of the State Statistics Service: From Strategy to New AI Portal

The digital transformation of the State Statistics Service was initiated several years ago by the Ministry of Digital Transformation. The primary objective is to align state statistics with those of modern IT companies, featuring up-to-date data, convenient access, and real-time operations in accordance with international standards. After an open competition, EPAM became a technology partner.

How the transformation took place

In early November 2025, a new portal stat.gov.ua, with an integrated AI assistant StatGPT, was launched. Thanks to this, business, analysts, media, international partners and the public have easy and convenient access to official statistics.

The portal has become a visible component of a comprehensive initiative that encompasses all aspects of modernizing the statistical service. EPAM Ukraine provided a full cycle of transformations, from strategic consulting on digitalization and restructuring internal processes to forming new teams and creating technological infrastructure.

“Effective decisions can only be made based on high-quality data. Government, business, scientists, journalists, and citizens – everyone should have convenient access to statistics that are updated in real-time. Together with the EPAM team, we launched a new portal of the State Statistics Service and completely changed the approach to statistics: now it will work as a service – convenient, fast and open to everyone,” said Mykhailo Fedorov, First Vice Prime Minister, Minister of Digital Transformation of Ukraine.

“Thanks to the EPAM team, we have laid the foundation for tectonic changes in the technological process of producing official statistics and formed a vector of development. The new official statistics portal is not only a modern digital platform, but also the implementation of the world's best practices, including the use of AI to simplify access to data. This project makes Ukraine one of the innovators in the European statistical community,” explained Arsen Makarchuk, Head of the State Statistics Service of Ukraine.

The digital transformation project of the State Statistics Service was implemented with the support of the Swiss-Ukrainian EGAP program, which the East Europe Foundation is implementing. This program has been supporting Ukraine's digital transformation for more than a decade.

“The systematic and comprehensive support of Switzerland allows us to implement fundamental changes in the public sector - from the development of Diia to the creation of individual digital services that are used by millions of Ukrainians every day. The update of the State Statistics Service is one of the most striking examples of such transformations,” said Viktor Lyakh, President of the East Europe Foundation.

What features does the portal have?

The portal is a single technological ecosystem for the entire cycle of statistical production: from the collection of primary data to their processing, analysis and publication. The portal is based on the EPAM QuantHub platform for managing the data lifecycle. It was adapted to the needs of the State Statistics Service and called "Sigma".

The portal works with more than 2,000 indicators in almost 100 datasets from various fields. It offers interactive dashboards with filters for generating your own samples, a program interface (API) for automatic integration of data into external systems, and direct URL links to specific filters and tables. Built-in metadata enables you to access the description of indicators and methodology directly, making data analysis as transparent as possible. The Sigma platform is hosted in the secure Microsoft Azure cloud, located outside Ukraine, and complies with international security standards.

And StatGPT is the first AI assistant in Ukraine that allows you to search for official statistics in plain language, as in a chat. It was created on the basis of the open DIAL platform, which was developed by the EPAM Ukraine team to work with AI agents.

The technology was first showcased at the SDMX global conference in Bahrain in 2023, where the IMF, Eurostat, and the World Bank expressed their praise. An updated version of StatGPT 2.0, integrated into the State Statistics Service's portal, was presented at the 2024 IMF forum.

Together with the Ministry of Digital Transformation, the State Statistics Service and the East Europe Foundation, we are creating modern technological solutions that make public services more convenient for every Ukrainian,” commented Yuriy Antoniuk, Vice President, Head of EPAM in Central and Eastern Europe.

The digital transformation of the State Statistics Service encompassed not only the technological component but also enabled a comprehensive overhaul of internal processes and a positive impact on team development. A hybrid team worked on the project, which included from 10 to 70 EPAM specialists, depending on the stage of implementation. It included solution architects, developers, data engineers, machine learning specialists, cybersecurity experts, UX/UI designers, and other specialists.

In addition to software development, EPAM Ukraine conducted comprehensive training for the State Statistics Service team on project management, product development, and data analysis. They implemented the SAFe (Scaled Agile Framework) agile methodology, which has proven effective on large-scale projects.

As a result of the transformation, we created a Statistical Data Center with a team of data engineers, analysts, and machine learning specialists. They will develop and maintain the platform. This approach grants the State Statistics Service autonomy in working with the new system and provides an opportunity to improve it continually.
