Sigma is compliant with the international Statistical Data and Metadata eXchange (SDMX) standards, which are used by leading institutions, such as Eurostat, the International Monetary Fund and the World Bank. Compliance supports Ukraine’s integration with the international statistical ecosystem by ensuring data interoperability and knowledge sharing at a global level. According to the United Nations, the “application of SDMX standards and practices can improve data quality measured in terms of timeliness, accessibility, ease of interpretation and coherence, while reducing costs.”

QuantHub is an AI-enabled, end-to-end data management platform built on SDMX standards, which creates a semantic layer for data. It makes data AI-ready and discoverable, empowering modern agentic systems and GenAI applications to reliably "talk to their data" at scale. At its core, QuantHub is a comprehensive data management platform designed to help businesses create, govern and publish high-value data products — offering full-spectrum capabilities for data collection, transformation, validation, time-series management, publications and multi-channel dissemination, all while maintaining enterprise-grade control, compliance and collaborative workflows.

DIAL is an enterprise-grade, open-source AI orchestration platform, development studio and application server. Designed to be secure, scalable and customizable, DIAL integrates custom agents, data and workflows, and frees GenAI applications from vendor lock-in. 

StatGPT is an open‑source GenAI application for statistical organizations that lets anyone use natural language to discover, query and visualize official statistical data. It offers a reliable, data- and knowledge-based way for general audiences to learn about national statistics, definitions, methodology and governmental policy goals. StatGPT performs live, transparent queries of official sources, provides sourced and linked outputs and applies robust governance and safety controls — with the goal of 100% accurate responses. Data exploration and visualization tools cover 2,000 statistical indicators and 100 datasets, also available via API.

The platform is hosted in a secure Microsoft Azure cloud infrastructure, which is scalable and cost-effective, and features a multi-layered data protection system that complies with international standards.

We trained State Statistics Service personnel in product management and project management to enable organizational transformation and to revamp the image of statistics into a product-oriented service that users love.

An online survey platform made it possible to conduct safe and secure surveys of the population for statistical purposes. Advanced functionality includes the creation of questionnaires with complex logic and calculated answers, external authorization services, user authentication and data encryption.

EPAM established a data migration framework for historical data and re-invented the development process for statistical products. The completely transformed roles in the new process are carefully documented, and the State Statistics Service staff are trained and ready to continue migrating statistical processing to the Sigma platform.

APIs enable automated data integration into external systems, which allows the automation of data exchange with administrative data suppliers and consumers of official statistics, including international institutions and other partners.
