When the Ukrainian government decided to modernize its data organization and infrastructure, EPAM leveraged its pioneering QuantHub and DIAL technologies to help make vital data transparent and quickly and easily accessible to all. The result is higher-quality data available on-demand to support decision making and research for the government, international organizations, businesses, scientists and the public. With open, interactive data readily available, Ukraine is transforming the foundation of its entire government.

We often talk about the power of data in driving business results. Yet the untold story of high-quality data in sustaining a healthy democracy can be even more dramatic and consequential.

EPAM is proud to be part of Ukraine’s digital transformation — using statistics as the cornerstone of informed decision making across not just its national and local government entities but also for businesses, researchers, journalists, non-governmental organizations and the public. With improved data transparency and accessibility, Ukraine is transforming its governmental foundation.

In the fall of 2021, Ukraine embarked on a comprehensive reform of the State Statistics Service under the leadership of then Deputy Prime Minister Mykhailo Fedorov, the former Minister of Digital Transformation who is now Minister of Defense. The renewed mission of the State Statistics Service is to provide reliable, real-time data to support informed decision-making by public authorities, businesses, and citizens alike. 

EPAM proposed 1) to design and build a centralized technology architecture for collecting, processing and disseminating statistics to replace inefficient legacy systems, and 2) to establish an efficient, agile organizational approach to transform the State Statistics Service into a modern, customer-centric data-service agency.

The project is implemented with the support of Switzerland within the EGAP Program, which is carried out by East Europe Foundation, in partnership with the Ministry of Digital Transformation of Ukraine.

AI-ENABLED TRANSFORMATION

Delivering Accessible & Transparent Data

In November 2025, Ukraine’s State Statistics Service launched into production its statistics publication portal, which had been in beta testing mode since August 2023. The portal is the publicly accessible part of Sigma, a unified technological ecosystem for the entire statistical lifecycle from collection to processing, analysis and dissemination.

EPAM helped design and build Sigma using our proprietary QuantHub platform. Then, harnessing the power of AI, we leveraged our DIAL platform, part of EPAM’s AI/Run™.Tools set, to add StatGPT, an AI assistant that allows anyone to quickly and easily access vital data using natural language.

Anatomy of a Stat

Consumer Price Index (CPI) is a vitally important economic indicator for any country, and, in Ukraine, it provides a clear proof point of how the country’s digital transformation will lead to greater data consistency.

CPI calculations in Ukraine are based on traditional field data collection: in 30 municipalities, approximately 73,000 price quotes are manually recorded, making the process laborious, limited in scope and subject to human error.

The introduction of the new system will revolutionize this approach, ensuring a seamless transition from monitoring in 30 locations to comprehensive price monitoring across the country based on transactional data from cash registers. The volume of primary data for calculations will increase thousands of times over. The new system for preparing and calculating CPI will integrate data from the database of retail operations, API connections and web scraping price aggregators' platforms and other alternative sources.
